Is it just me or are there allot more high ranking people in halo 3 than there were in halo 2? I played halo 2 online since it was released and could only muster a level 27 and no i play halo 3 and i have a highest rank of 45?

TrueSkill wasn't in use back in the H2 days-- it didn't exist when H2 shipped.
My understanding is that one of the advantages of the system was supposed to be that it let players reach their true level more quickly. So it's possible that in H2 plenty of players simply didn't play enough games to reach an accurate representation of their level, while in H3 this is happening more quickly.
