This new Elite form can dual wield weapons. It is not known if he is a variation of the Minor or the Major series of Elites, in terms of shields, health and general tactics and behavior.
UPDATE: Given the coloration, it is possible that this is a multiplayer Elite model and does not actually appear in the single player campaign, although this is not confirmed.

In Halo, Jackals wielded only Plasma Pistols, which ironically were the most effective weapon against them. Some Halo 2 screenshots show Jackals wielding Needlers. This one is shown with a Plasma Rifle. Of all the enemies that have so far been revealed for Halo 2, the Jackal model seems to have undergone the most revision since the first game.

The Elite Major, or red Elite, is the strongest type of normal Elite, excluding camoflauged Elites, which are normally weaker, and SpecOps (black) Elites, which are usually stronger. The Major/Minor nomenclature continues the tradition from the Marathon series.
This maskless Grunt is probably in a methane environment, hence no need for an air mask.
Brutes are the bodyguards of the Prophets. Seen in the E3 video boarding a Warthog, they are supposed to harbor some enmity against Hunters.
The Elite Minor, or blue Elite, is usually the most common kind, and while not as strong as the Major, or red Elite, is still quite a challenge.
